On May 6, 2020, the Office of Postsecondary Education published requirements for Higher Education Emergency Relief Fund (HEERF) reporting. Subsequent guidance was provided for relief funds included in The Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA) and The American Rescue Plan (ARP). The University of Alabama at Birmingham must publish reports on all HEERF funding activity no later than 10 days after the end of each calendar quarter. See reports below.

- First, review these Important considerations before you assess your effort report for the period inclusive of limited business operations due to COVID-19.
If you could not work during unexpected or extraordinary circumstances due to illness, caring for an ill family member, quarantine, or vacation time, and you used the appropriate time off category, the UAB Interim Policy on Salary and Benefits Expenses on Sponsored Awards during Unexpected or Extraordinary Circumstances (COVID-19 Crisis) (“Interim Policy related to COVID-19”) is applicable. This means:- If you could work on all or some projects, then your effort should be allocated according to your actual work as a percentage of your total University work/effort.
- If you could not work as a result of unexpected or extraordinary circumstances, then your effort should be allocated as committed/reflected on the budget.
- Next, review the University activities listed on your effort report:
- If you could work on all or some projects: verify that your University activities for the period (those projects on which you performed worked) are included on your effort report. If an activity(ies) is listed and should not be, or if an activity(ies) is not included and should be, then do not certify. Reject the effort report and ask your DEO for assistance
- If you could not work and took leave as a result of unexpected and extraordinary circumstances: ensure your activities for which there is committed effort for the period are reflected on your effort report.
- Finally, review the effort percentage assigned to each of your University activities:
- If you could work on all or some projects: ensure your effort report reflects your actual work as a percentage of your total UAB work/effort. If the effort displaying for any activity does not reflect your actual work/effort or is not allocated to the appropriate sponsored project, then do not certify. Reject the effort report and ask your DEO for assistance.
- If you could not work and took leave as a result of unexpected and extraordinary circumstances: verify your effort report reflects the accurate committed effort on all applicable projects. If the effort displaying for any activity does not reflect the accurate committed effort for any project(s), then do not certify. Reject the effort report and ask your DEO for assistance.
- First, review these Important considerations before you assess your effort report for the period inclusive of limited business operations due to COVID-19.
- Click the Certify button only when you can affirm:
- If you could work on all or some projects: all of your University activities are included, your actual effort is reflected on the effort report and the effort information is consistent with UAB policies and procedures.
- If you could not work and took leave as a result of unexpected and extraordinary circumstances: all of your University activities for which there is committed effort are included, the accurate committed effort is reflected on the effort report and the effort information is consistent with UAB policies and procedures.
Inaccurate certification may be considered noncompliance with UAB's policies and procedures and subject to consequences outlined in Section J of the Procedures.

The Payroll Information Extract (PIE) is designed to provide organizations the ability to access detailed payroll and/or labor distribution (LD) information
PIE is available through the Oracle Administrative System.
PIE- Payroll Extract
Provides a summary or detailed extract of payroll data. Payroll data includes, but is not limited to, employee assignment information, classification of pay (element), number of hours paid per element; as well as, total pay value per element for the defined period. Payroll data is extracted based upon user entered parameters and is delivered as a Microsoft Excel file via the UAB Report Viewer.

Provides a summary or detailed extract of Labor Distribution (LD) data. LD data includes, but is not limited to, employee assignment information, classification of pay (element), total pay value per element for the defined period; as well as, the account strings in which salary/trainee dollars and associated CFB dollars are costed/posted as of the date the report is generated. LD data is extracted based upon user entered parameters and is delivered as a Microsoft Excel file via the UAB Report Viewer.

The Payroll Data Extract can be utilized by HR Deducting departments to access detailed payroll information needed pertaining to employee deducting elements.

Federal regulations require that institutions receiving federal awards maintain systems and procedures documenting the distribution of work activity, and associated payroll changes, to each individual sponsored agreement. Effort Reporting is the mechanism UAB uses to confirm that salaries and wages charged to sponsored projects are reasonable in relation to the actual work activity performed.
Work activity of a UAB Project Employee is accounted for under an after-the-fact activity records system using a combination of personnel documents and semi-annual (every six months) effort reports. Principal investigators and departmental management are responsible for ensuring UAB Project Employees clearly understand the importance of accurate and timely certification of semi-annual effort reports.
Effort reports automatically generate in the Oracle Administrative System approximately 15 days after the end of the semi-annual reporting period and distributed for departmental review and certification. Certification of an effort report is an employee’s agreement that the report reasonably reflects the work activity for which the University compensated him or her.
Certification of effort reports is required no later than sixty (60) days after the end of the reporting period (Effort Reporting Period Dates and Deadlines). Effort Reports not certified within 60 days after the end of the reporting period are past due and non-compliant with UAB Effort Reporting Policy and Procedures.

Course Description
This course provides an overview of UAB Effort Reporting process for a semi-annual certification period. This includes why UAB is required to certify effort reports and how an effort report is calculated. It also includes an overview of the certification path, as prescribed by UAB Effort Reporting policy and procedures. This course is designed for departmental effort officers, faculty, and staff involved in the certification of effort process, as well as UAB project employees required to certify an effort report. Employees required to certify effort reports and departmental representatives responsible for ensuring effort reports are certified may view effort reports for the current and historical periods dated April 2013 or later, utilizing the Oracle Administrative Systems.

Late Certification of Effort
When an employee certifies their effort report in Oracle after the semi-annual period close date, they have been deemed non-compliant with UAB Effort Reporting Policy. Certification of effort in Oracle does not remove the non-compliance state from the employees’ Personnel Record. Recertification of Effort
Once the semi-annual period closes, if the effort listed on the last Oracle generated Effort Report is NOT an actual representation of the employees’ work effort for the semi-annual period, a salary re-class CANNOT be processed. An organization must request a recertification of a previously certified effort report.

The intent of the Budget Summary Reports is to show revenue transfers and expenses by each UAB entity. In addition they show budgeted miscellaneous unrestricted funds, budgeted restricted funds, professional service funds, and state appropriations. The Budget Summary books will show the approved budget, the prior budget, and overall differences.
